AB 1903 would force homeowners to wait for a disaster before they can demand repairs. It would make it prohibitively expensive to prove a defect — even when the builder is clearly at fault. It lets builders hire their own inspectors to certify their own work. And it strips homeowners of the ability to recover costs even when they win.

This is NOT a housing bill.

It’s a corporate builder protection bill.

This bill is being pushed by the California Building Industry Association — the lobbying arm for the state's largest homebuilding corporations. If it passes, California homeowners will lose the legal rights they've relied on for a quarter century to hold builders accountable when they cut corners.
